Ranking the most powerful beings in Middle-earth is a question Tolkien refused to answer, and the reason he refused is more interesting than any tier list. Five published rankings disagree on almost everything. The superlatives fans build ladders from were never reconciled, and the most-quoted power line in The Silmarillion, the one about Eonwe, may have been written by Christopher Tolkien rather than his father. What follows is a countdown that keeps breaking its own rules. Tulkas beat Melkor twice with his bare hands, and Tolkien left him off his own list of the eight High Ones. Morgoth poured himself into the matter of the world and ended the First Age limping, scarred, and effectively poorer than Sauron. Manwe's greatest act was asking Eru to intervene at Numenor. Ungoliant and Tom Bombadil break the hierarchy from opposite ends. And underneath it all sits a hard ceiling: no power in Arda can force a mind that refuses.
